The religious zealots in Jesus' day were bent on overthrowing the Roman occupation by violence.
As the Pharisees asked Jesus about paying taxes He said, 'Give to Caesar what is Caesar's, and to God what is God's' Matthew 22:21.
He leaves us with an example of submission. We also understand that Christian citizens do sometimes have to resist abusive
authorities. For example Peter and the Apostles were forbidden to preach the gospel by the authorities; this was their
response...
'Peter and the apostles answered and said, "We ought to obey God rather than men,"' Act 5:29.

Believers must recognise that the governing authorities, however powerful or hostile, have no power over them unless their Heavenly Father allows it.
Thus, Jesus told Pilate, ‘You would have no power over me if it were not given to you from above’ John 19:11.
